Level to begin 1.0

Anyone know the bare minimum level to begin 1.0 (the hail sequences and stuff, not the kills you have to farm, I have those done already)?

I am currently 43 and the Historian tells me I need to kill more rats.

Any help would be appreciated.

I think it's 51, never too early to start collecting tho, get the medal from the grimling camps in grimling forest, start on the rocks and clay and what not, clay off of the rock dudes in The Grey the rocks in ME off those stupid guys in the black robes, whatever you can get your hands on get it, but you can't start/finish the quest till about 46-51, really easy quest anyways, but the slow on the claws is helpful, just do what you can till you can get the level to start it (No faction necessary unless you killed some vah shir)

50 is the magic number. I finally got the quest book today after I dinged  :-) .
