Time phase 2 fully instanced ?

I read on the rangers glade that time phase 2 is now fully instanced, so no need for a schedule with other guilds etc - Does anyone know if this is true ?

Unless something huge has happened recently to change it, time is not fully instanced let alone a single phase out of 6. There can still be only 1 Time instance running, its just that now instances close faster when nobody is in them. So guild2 doesnt have to wait 3+ hours for guild1 instance to end, more like 30min to an hour i think.
