Weapons skills other than H2H need to be raised to H2H level

well god helped with the pale velium claws. but our weapon selection is still rather lacking if we do not want to suffer the penalties for not using h2h.  

2hand blunt being my biggest concern. it should be a viable alternative to h2h. the extra miss misses from lower skill and lost damage from the resulting lower atk score are unwarrented.
