Help with Iksar Cultural

Ok went to East Cabilis to see the quest giver Sieeva Koan, and I dont have the faction to get the quest.  No clue why, but would like some help.

What do you con to her I guess is the next question. Might have to leave your toon logged in one night in WW or something in the middle of a bandit camp....or in a gobber cave in FM for that matter....to get some afk faction killing. Have you touched base with the folks at eqtraders.com?

I con dubious and have searched High and low for the answer and found nothing haha

You probably just need to work faction. Bone chips give the widest range of faction hits I think. Iksar bandits and whatnot give war, nec, and one other faction hit. Can't remember what it is but it isn't SK.
