Oggok Ldon hail NPC

Anyone happen to know who this is.  I swear my little War hailed everyone in the zone and still couldn't find the right one.  Trying to get him the Adventurer Stone so he can use Magus.  Tried the guy in Rathe Mtns. but he says to try closer to home.  He's level 51 and isn't getting the yellow text message anymore upon zoning in.  Tried bypassing this and just starting it up in Everfrost by no go.
