You have to pretend the formatting is there based on the level of indentation. Here, perhaps if I add it, it will make sense to you.

I could be reading it wrong, but this indicates that there are more than on spot for bst.
I believe it means, regardless if the mage CL retired or not, they have decided to add more spots to the CL program for any class. How many? no clue.
