Back when Luclin came out, items began appearing that had skill modifiers, such as +2% meditation, etc.  It was believed back then that these increases did nothing if you had the skill maxed.

Is this still believed to be the case?  Would something like this help with damage avoidance?

%skill modifiers can take you over the class cap, but not over the hard cap (255).

As for the effect of a +8% dodge modifier; it's so tiny it literally takes >100k swings to parse it out above the statistical variance, i.o.w. a waste of hard earned adventure points

Cop is right on with his answer: the really don't help in a significant way.  There were some great parses done by some folks over at the Paladins of Norrath boards that showed the lack of statistical increase with the +skill modifying effects.

Isn't the hard cap 252?  Or is that just the cap you can get directly in a skill, and +% mods can take you to 255?

Not sure on the hard cap actually. The difference between 252 and 255 in any skill is so insignificant i wouldnt know how people ever got to the 255 number. Let's just say that it doesnt matter if its 252 or 255
