1/19 Dmg Delay?

I know I've been gone a while, but are these training weapons, gear for folks hankering for the old days of fighting uphill both directions with bare paws?  Saw a ulak, Stalwart I think with a 1/19 dam/delay and +1 to all stats.  Really, um, what'd I miss?

Stalwart Ulak is 18/19, and is meant to be used with certain augs that increase the stats and dmg, they are type 11 augs, basically a version of cultural for weapons.

Thanks much. A follow up question if I may? When it's in the Bazaar, it shows as a 1/19, but once equipped its stats show up?

No those are its stats, but it basically must have an augment inserted to be usefull.

1/19 dmg/dly sounds like the character viewing the weapon is not the minimum Recommended level to use the item.
