Attack of the warders stacking issues or just a bug?

Does anyone know of a spell or AE ect that causes Attack of the warders to not activate?  im on raid atm and tried to use swarm pets on a statue dude.... it keeps refresshing itsself and not sending my swarm pets in...

am i just bugged or is there a stacking issue or something dumb

You cannot use it after you've cast Bark/Howl/Yowl at the Moon. You have to wait until your werewolves are summoned before summoning the warders.
