It's unobtainable...it's an "internal" spell that may get called when you cast Bark at the Moon. Bark at the Moon is obtainable.

Most of the time, when you cast Bark at the Moon, it causes Bark at the Moon Call to go off which produces a single bonus pet. However, sometimes (5% at rank 1)  it calls Howling at the Moon instead, which produces four bonus pets.
