So where canI buy the new cultural armor book at for Vahshir? Any word? thanks in advance.

The recipe books for smithing and tailoring armor are on one of the venders in PoK, up the spiral stairs in the southeast vestibule of the library.  Check them all, I forget the name, but it wasn't one that was obvious.  Might even have been the tinkerer vender.

If you haven't done cultural armor before, see Artisan Vuro Padfoot in Shar Vahl to get Ancestral Vah Shir Armor.  Same guy gives the quests for the cultural symbols.
