The Tailoring Combine

I am one of those people who do not like Traeskills in EQ.... so it goes without saying that I do not have 100 tailoring Skill...... what happens if i try to make the hat without 100 tailoring skill?

You can't.  You won't be allowed to make it until you're 100 skill, at which point it's a no-fail combine.
