Improved parry 3

On one of our Anguish raids the neck dropped with improved parry 3 on it and somebody in the guild stated that it helped with the block skill even if our class didn't have parry. Is there any truth to that? I keep looking at  it as well I don't have parry so I'll wait for something else to drop that I can get better use out of.

As far as I know, you need to have the skill in order for the focus to work.  Beastlords have a 0% chance to parry, so a 24% increase to that is still 0.  Besides, if Improved Parry III worked on block, what would be the point of Improved Block III?

Reminds me of a time when a shaman in my guild looted an item back during GoD that had improved block or parry on it because he insisted that it gave him the skill. Turns out he was wrong and we are still making fun of him about it to this day.
