it was evolving at an acceptable rate for me.  Got in abt 15, 20 mins 6% over in poi just running up the canyons.

Supposedly there is a bug that some people can use to make the cloak go to level 2 involving leeching xp from another item.  /shrug.. i turned it down when it was offered to me.

I dunno about bugs but there is that transfer machine in Corathus you can use to give exp from one item to another.  I found the cloak easy to level though so I just worked on it while I farmed some tribute in GE.

Library, Oubliette, and Laboratory.They all come from Ao the Fourth, who is by the Relic zone in Arcstone. They're served up in order, in that the mission getter has to have the previous ones to get the next one. I'm pretty sure you only need the 3rd one (Laboratory) for the spell, as the SK in my group got his spell when he hadn't done the 1st mission yet. For progression purposes you need all three.
