MySQL, phpMyAdmin, and Access 97

My personal website runs off a shared server(dont have a job, cant afford $100+/month), and I dont think the server allows connections outside localhost to the sql database :-/

Hmm... my personal website runs of my personal server *thppt*.  I just finally got my forums up and running, with a decent sleection of mods & about half a dozen styles...  Of course, it's still only accessable from my home network.  I just need to get my domain name back.
