Epic - Permafrost Keep Encounter

Does anyone know if you are just able to turn in the seal to the scout and let The Icebound Spirit come to the party if they are waiting at the zone line? I have read on other sites about people doing this. Has anyone tried this :?:

I'm not real positive on waiting at the zoneline, but when I did it (65clr, 65pal, and me 65bst) the pally was sitting in the kings room when I did the turnin.  I had time to run all the way down there, we stood around for about 5-10 seconds going "WTF?" and then finally he showed up.  So I'm unsure if he was on his way to the zoneline or just waiting to aggro me when I got close.

Don't know about zone line, but he'll definitely aggro on the group from the ice giant area or king room.

The one time I tried it solo I had time to get back to the king room before he popped on top of me - not sure if he'd aggrod from the zone line and was on the way, or if he didn't aggro until I got to the king room.

The last time I did perma scout for someone I tried the wait at zoneline approach.  I waited well over 10 minutes and still no sign of the bear.  Waited a bit longer, refreshed a buff and then headed down to king room.  Wound up just fighting him there.  I'd heard he can pop to zone in, but I've never had it happen to me and I waited awhile.  *shrugs*

Did this fight a few days ago, I turned in my seal and Spirit aggro'ed the people helping me, right outside the door where the IG's are.
