Question about Gear

I am a 64 bst with NDB 2 and CA2 I duo with a 68 cleric . My gear is mostly bazaar gear have stonehide tunic and ornate arms legs and head. Velium Claws.  I am now in guild that raids elem and now have saved some points to bid on items.  That all being said am looking for some gear to help me duo better with cleric , to tank and have some more dps any suggestions as to which would be highest priority weapon upgrade or some armor upgrade, such as elem leather(am 10 percent from 65 )
