Focus effect: Trushar's Anger

The Bst muramite gloves from Gates has the focus effect "Trushar's Anger". In the description on Alakhazam it says:

1: Decrease Spell Mana Cost by 25%
2: Limit: Spell(Trushar's Frost allowed)
3: Limit: Combat Skills Not Allowed

Does that mean that it only works with the spell "Trushar's Frost"?
