Just a quick question. Can he and his pet be single pulled? If so at what level

I think you don't even have to single pull him. He appears in a zone by himself - No wandering mobs around. Just rush...

What is the spawn time on this guy?

Ryion - He only spawns when you turn in the final seal to the scout in FG, who hangs out by the portal to Twilight Sea.

He spawns in an empty hut, his warder spawns in an empty hut next to his - you can pull his warder first and kill it, then pull him. He won't summon another warder.
