Epic 1.5 clicky bugged?

Epic 1.5 is nice and all, but rellic/hobble prevents Savage Blessing Strike fire off. Without rellic/hobble Savage Blessing Strike goes off like mad, seems like cleric hammer proc frequency. Disabling proc makes the clicky pretty pointless imo.
