I use this spell often. What I like is that , yes it adds 1500 (69 version) and HoT's it back over the duration. When it wears off you are back at your normal hp. If you have taken any damage during the spells duration then this will come from the disposable portion that you would lose anyway. Also, if in a group, your healer will see you take a drop in health % and often drop a heal in (the same happens when i Canni with my Shammy).  Then you left with a nice 1500hp rune.

heh.. i got really lucky on this one.. at the first, it was bugged, so that the lower level one recoursed to you with the level 69 effect.. and then the day before they fixed it, I got the level 69 one ;p
