It's called lexdon, and I found it on the eqinterfaces.com website. But I don't remember which section. here is my newest screenshiot that I have uploaded. Not at hom to post more recent ones, but it's basically the same.

not sure what ur meaning by too low graphics, but the stuff is very easy to change.  When u download & install it, the various modification folders are put in there too.  Go to the folder that has the effect that you desire, copy the files & paste them over the UI files under lodidodi.

I've used Vert (http://www.eqinterface.com/downloads/fileinfo.php?id=4153) with the Slim Spell Window (http://www.eqinterface.com/downloads/fileinfo.php?id=3720) and Small Buffs (http://www.eqinterface.com/downloads/fileinfo.php?id=2953) almost since it was first available. It was just given a new update bringing it all the way up to date now as well.
