Posted it on the EQ boards, posting it again here. Its been modified once, but it still gets resisted way too much. Same goes with our dots. If our dots are going to be figured into our dps scheme, they need a -mod added to them like Rangers have. Currently, its impossible to land CS or dots on any UF raid boss and most of tower as well.
