Level 60 Sha's Advantage and Savagery locations?

I spent all night in the PoK library looking for these two spells.  Today I found on Casters and Alli's that they are supposed to be for sale on Primalist Saosith.  I am sure that I looked at him last night but he didn't have them.  Does anyone have any information about these?  None were for sale in the Bazaar last night or today.
