Ritual Summoning still broken?

Just got my boots from qvic a few days ago, and I'm noticing that my pet is doing 86 max per hit, same as the Time focus.  Was this intended?  It seems to me that since Ritual Summoning is harder to get, it would be better.  Right now it seems to be the exact clone to the Time focus.
