Spell Stacking

Just recently back to EQ on my Beastlord and am setting my burn spells and don't know the answer to the below.

Will the following stack?

2: Increase All Skills Damage Modifier by 100% 

2: Increase All Skills Minimum Damage Modifier by 679%

I would say, "yes", those will stack.  Hopefully someone will pop in here with a more definitive answer.
